Duke/Fluor Daniel - Babcock Borsig Power Inc. Consortium Awarded Contract to Construct and Install Pollution Control Technology at North Carolina Coal-Fired Power Plant

A consortium of Duke/Fluor Daniel and Babcock Borsig Power, Inc. has been awarded a contract by Duke Power to provide engineering, procurement, construction and commissioning services for a selective catalytic reduction system (SCR) for Belews Creek Steam Station, a two-unit, 2,240-megawatt coal-fired power generation facility in Stokes County, N.C. The value of the contract was not disclosed.

The SCR system will reduce the plant's nitrogen oxides (NOx) emissions 80 percent, from a current baseline of 0.50 pounds per million Btu to 0.10 lb per million Btu. Services provided under the turnkey contract will cover:

  • induced draft, forced draft and primary fans and motors;
  • air and flue gas ductwork system;
  • catalytic reactor and catalyst components;
  • structural support steel
  • ammonia injection and storage system;
  • structural reinforcement of existing buildings;
  • structural reinforcement of electrostatic precipitators;
  • limestone injection system for catalyst protection;
  • relocation and upgrades of air heaters
  • instrumentation and controls; and
  • power supply upgrades.

In addition the consortium will provide operations and maintenance procedures and training for Belews Creek plant operators. Installation is scheduled to be completed in 2004.

SCR systems reduce NOx emissions by injecting ammonia into boiler flue gas and passing it through a catalyst bed, where the NOx and ammonia react to form nitrogen and water vapor. Many existing fossil-fueled power generation facilities are being retrofitted with SCR technology to bring emissions in line with requirements of federal clean air legislation passed in the 1990s.

"Our portfolio of current and pending SCR projects is more than 6,700 megawatts of coal-fired generation. When we formed our Operating Plant Services group some years ago we targeted this market because it requires a good marriage of our capabilities in plant operations and maintenance as well as engineering and construction."

Duke/Fluor Daniel and Babcock Borsig Power are scheduled to complete the SCR installation at Cliffside Steam Station Unit 5 by May 2002. The unit is a 560-megawatt coal-fired unit in Rutherford County, N.C.
