Fluor Corporation (NYSE: FLR) today announced that it has been chosen by
the city of Los Angeles to develop its new state-of-the-art Emergency
Operations Center (EOC). The contract value is approximately $8 million.
Fluor will perform prime management responsibilities for all
architecture, engineering and communications systems design for the
100,000-square-foot facility that will provide the latest technology
supporting 911 Fire Dispatch, City Emergency Operations and the Police
Department of Operations.
Scheduled for completion in June 2007, the center will be designed with
redundancy in all of the major building systems to enhance operational
survivability during and after major events. The structural design
includes a base isolation system to protect the building and its
occupants from seismic ground motion generated by an earthquake.
"Fluor has a proven history of successfully delivering essential service
facilities including the city of Chicago's 911 center, San Diego
Emergency Communications Center, Los Angeles Fire Command and Control
Center and the recently completed Long Beach Emergency Communications
and Operations Center," said Steve Dobbs, Fluor's group executive of
Infrastructure. "We are pleased to be working with the city of Los
Angeles on this project that will serve as the archetype of future
emergency centers in other cities."
Fluor has teamed with Los Angeles architectural firms HOK and Ross
Drulis Cusenbery Architecture, as well as other key minority- and
women-owned consultant firms, for the project. A key factor in the award
for Fluor was the diversity of the project team, coupled with Fluor's
long history of community involvement.
The EOC project is the largest of the city's public safety initiatives,
resulting from the passage of Proposition Q in March 2002. Known as the
911- Police-Fire-Paramedic Citywide Security General Obligation Measure,
Prop Q funds $600 million over the next five years for several
much-needed public safety projects in the city. The more than
$100-million budget allocated to the EOC includes construction costs
estimated at $63 million, as well as significant telecommunications
systems design.
